Ohne die Beteiligung der Gewerkschaften an den G20-Gipfeln wären weltweite Konjunkturprogramme im Zuge der Weltwirtschaftskrise nicht umgesetzt worden. Jenseits der Frage der richtigen Instrumente zur Regulierung der Finanzmärkte ist die Krise selbst aber nicht vorbei. Eine andere Politik ist notwendig, um eine Wiederholung zu verhindern. Alternativen lassen sich politisch nur durchsetzen, wenn es gelingt, ein breites Bündnis der progressiven Kräfte zu schmieden. ARTIKEL/ARTICLES JOHN EVANS / DAVID COATS Exiting from the Crisis: Towards a Model for More Equitable and Sustainable Growth Even before the global recession it was clear that there was more than one route to growth and high employment rates. The life chances and life expectancy of the poorest were better in countries pursuing policies with higher taxes, stronger employment protection legislation, more generous unemployment benefits, and higher investment in active labor market programs. These must now be relevant considerations as policymakers consider how to build a new economic model in the post-crisis world. MICHAEL CICHON / CHRISTINA BEHRENDT / VERONIKA WODSAK The UN Social Protection Floor Initiative: Moving Forward with the Extension of Social Security While the quality of social security has improved gradually for many workers in the formal economy worldwide, a large number of workers in the informal economy have been left without social security coverage. The demonstration that a basic set of social security benefits is affordable also for developing countries first broke the spell that had long beset the social security development debate. Without a social protection floor many people will remain trapped in informality and low productivity. SIGRID KOCH-BAUMGARTEN Gewerkschaften und Global Governance: Grenzen und Möglichkeiten einer grenzüberschreitenden Regulierung der Erwerbsarbeit Vor dem Hintergrund der Globalisierung und dem Verlust von Gestaltungsmacht von Steuerungskapazitäten auf nationalstaatlicher Ebene bilden sich neue, grenzüberschreitende Regulierungen von Erwerbsarbeit heraus. Das Konzept der Global Governance analysiert die spezifischen Formen politischer Problembearbeitung und Regelsetzung in der internationalen Politikarena, an deren Aushandlung und Implementierung neben Regierungen auch nationale und globale Gewerkschaften beteiligt sind. MICHAEL FICHTER / MARKUS HELFEN / JÖRG SYDOW Regulating Labor Relations in Global Production Networks: Insights on International Framework Agreements Unions are developing a strategy to bring to bear on the transnational regulation gap with regard to labor relations. One important tool they have devised for this task is the International Framework Agreement (IFA). However, IFA policy is highly corporate-oriented and may differ considerably from one Global Union Federation (GUF) to another and actual implementation has progressed slowly or not at all. A number of lessons can already be drawn from this. CHRISTINE BONNER / DAVE SPOONER Organizing in the Informal Economy: A Challenge for Trade Unions Informal workers generally fall outside labor law and thus its rights and protections. Women form a large percentage of the informal workforce, particularly in those sectors and occupations with the least status, the lowest earnings, and the highest level of insecurity. Informal workers are organizing both inside and outside the trade union movement. Supporting informal workers is both a practical and a political necessity if the trade union movement is to remain true to its principles and aims. HANS-WOLFGANG PLATZER Die Europäischen Gewerkschaftsverbände: Errungenschaften, Probleme und Perspektiven einer transnationalen Gewerkschaftspolitik in der EU Im Vergleich zu den Profilen der europäischen Gewerkschaftsverbände in den ersten Jahrzehnten nach Gründung der EU-Integrationsgemeinschaft lässt die Entwicklung der europäischen Verbände seit den 1990er Jahren Fortschritte in der Europäisierung gewerkschaftlicher Politik erkennen. Diesen Europäisierungserfolgen stehen weiterhin Transnationalisierungsdefizite gegenüber. MICHAEL STOLLT / SASCHA MEINERT The Scenarios »Worker Participation 2030« ? Changing Contexts for Trade Unions and Employee Representation in the Future Four alternative scenarios explore the long-term prospects and changing contexts of worker participation in Europe. The stories incorporate broad developments in society, as well as the strategies and actions of people and organizations, first and foremost the actors involved in worker participation. Their aim is to conceive alternatives, to prepare for different futures, and to deal with the risks and opportunities lying ahead of us. GONZALO D. MARTNER Progressive Governments and Trade Unionism in Latin America: The Cases of Chile, Argentina, and Uruguay Trade union structures in the Southern Cone have a longstanding tradition and were able to build on stable political ties with the new governing forces. The democratization process, however, has frequently encountered setbacks with regard to workers? rights, poverty, and inequality. This was especially the case in countries undergoing structural reforms, including state reforms, privatization, and deregulation. HANNS W. MAULL Globalization and German Foreign Policy Foreign policy is clearly getting short shrift in terms of the allocation of public resources, given its importance for Germany?s future. In order to strengthen its foreign policy influence over the course of developments outside Germany Berlin must revisit the traditional multilateral approach of German foreign policy since 1955, adapting it to changing conditions.
