Inthispaperweconsiderarepresentativecase: theheritageareaofCuencain Ecuador,whereaninterventiontookplacestartingwiththeUNESCODeclarationofthecasestudy in1999until2019.Wecharacterizetheprocess,analyzetheincidenceofplanninginstruments andidentifytheattributes thatwereenhancedaswellas thosethatweresuppressedthrougha historical reviewofcurrentplansandexecutedprojects.Theresults reveal thepersistenceofa conservationistandorthodoxvisionofheritage,whichleads tothedisplacementofvulnerable groups.Hence,itisimperativetoreevaluateinterventionpoliciesintheurbanheritagecontextof LatinAmericancitieslikeCuenca.
